End date is when she decides or get removed from office either by election or other means.

As for Clergy... My opinion is if the family want their loved one to have a Clergy present when their loved one dies then the person of the religious institution should be allowed in and no exception unless a space alien is raping and killing them then maybe keep the Priest out.
