So how would arresting over 50,000 convicted criminal aliens, MS-13 gang members, murderers, sexual abusers and drug dealers in only four months be "not doing shit"? The "mess" is what your chocolate messiah Obama made out of this country and Trump's DOJ is fixing it.

Obama broke records with the number of illegals deported. And Sessions isn't even threatening to cut anything. He's threatening to not let them participate in a lottery, where only a handful of cities will be selected anyway, for a chance at participating in a new DOJ program. The program is probably stupid and redundant anyways, since it was dreamt up by Trump loons.

Yeah. Like Obama's FBI started manipulating their crime statistics to make people believ we needed more gun control: They started classifying people who got shot with BB guns as "gun crimes". They also manipulated data to make it look like more mass shootings were happening, which resulted in the Fast & Furious scandal.

If these liberals want lawless cities where criminals are protected then they obviously don't need federal funds to fight crime. Good luck with that.

If this happens and crime rates explode, watch for the mass exodus of law-abiding citizens trying to escape their cities as they become 'Chicago 2.0', 'Chicago 3.0'...or perhaps citizens will rise up and give their crime-embracing Mayors and Police chiefs the boot.

He does not have the authority to do so. The Congress has to authorize the Executive branch to do so. Sessions is supposed to uphold the Constitution of the US and not his personal preferences.

Let's say that 1 in 100 people are just irredeemable assfucks. That's 1% and I feel that is a conservative number. It's probably more like 5 in 100...but let's use 1%.

Yes, he does. This is a new program with new funds and he can withhold them from anyone who doesn't meet the standards set forth in the award criteria for the funds.
