True...it can ignite and smoulder. But it's not going to cause an explosion at the power plant...because it is not volatile in the manner that NG is.

A lot can go wrong with NG...coal...not so much.

Natural gas is a better fuel for electrical generation. (Notably, it is much cleaner.)
