Ideally no. Better, less-destructive deterrents than nuclear weapons you can't actually use. Why pay however much every year to maintain our nuclear arsenal if we conceed we'd never use them? Maybe keep a handful for planetary defense against asteroids or hostile aliens, but other than that. :)
