Step 2. DOJ gets an arrest warrant based on the indictment. (under seal)
Step 3. FBI executes the warrant
Step 4. Indictment and Warrant is unsealed.

That when making an arrest of people who are likely armed, they don't do what happened in WACO.

While attempting to serve these warrants, ATF agents came under heavy gunfire from individuals in the compound. As a result, four ATF agents were killed and fifteen wounded.
