There are several explicit examples of Trump wanting an illegal thing, reaching out to Russians in furtherance of illegal thing, and getting illegal thing (or the Russians doing the same by reaching out to Trump's folks), and then Mueller just concludes "so clearly the elements of conspiracy aren't satisfied...".
