Bundy and the BLM have been going at it for a long time but in a similar case involving fellow rancher Wayne Hage, a federal judge gave the federal agencies a massive smack down for their actions and awarded Hage over 4 million dollars. The federal judge compared the governments activity to organized crime as defined by the RICO act. So the feds know that they are in the wrong but they have an agenda and they have our money to spend on executing the agenda and so that is what they are doing. More on that in a second.

Judge Jones referred the matter to the justice dept for further handling of the rogue BLM. Eric Holder ignored it.

Water rights and grazing rights are similar easements. What makes the Bundy Case different is instead of just saying Bundy could not use the land anymore, they made the cattle limits low enough that ranching was not economically viable. Basically a de facto ban because they knew they could not get away with a de jure ban.

So the government is being rewarded by being weasely, and what should be a local issue is handled by the feds, who have no actual accountability to the local people in question.

They are. It's been that way since the Magna Charta. The only exception are specifically enumerated powers of the federal government (10th Amendment).
