The President recognizes foreign gov'ts. The Executive Branch submits aid requests. The whole Congress passes those appropriations.

That was part of the contract that the govt made with them in exchange for risking their lives for our freedoms.

It is nothing like free lifetime care for people on welfare---the ones whose ACA subsidies will pay their entire premium.
