Neither do these fires. They are apparently known as "urban interface fires". I don't really know anything about this kind of stuff so I had to do some research. This apparently refers to places where "areas where homes are built near or among lands prone to wildland fire."

If you can't clear the main source of fuel for the fires mainly deadwood and underbush because of regulations then calling it gross mismanagement is a understatement. Arson and negligent homicide charges should be filed against every public official who had a hand in making those regulations.
