The mere fact that it is a First Amendment issue means the federal government is involved, because the First applies to the government, not private institutions. There are, therefore, all kinds of conflict and rules surrounding when and where it's legal for a professor to openly read a Bible and pray. This applies to teachers in primary education as well.
