No. When a professional speaks publicly about sex education for elementary school I immediately begin to think of what that could reasonably entail. Teaching classmates about what is appropriate and inappropriate touching among each other seems reasonable and even prudent to me. The problem with Planned Parenthood "policy" is they promote pro-LGBQT books like crazy and say that is part of "sex education".
What sex education should be is something to the effect of "Homosexuality is this... and stick with the science and not get into pro or cons of it.
What they do - is promote books/writings that are sexually explicit and promote the idea that experimenting your sexuality and being different is cool and enlightened. That is a fact. All you have to do is look at the list of books PP promotes.

Why wouldn't appropriate behavior be something a teacher addresses with her students who could be coming from all sorts of backgrounds and homes? You try to make it sound sinister but yes, don't grab you neighbors crotch or breats, or kiss them, these are normal things children do and need to be taught boundaries on.
