Nobody makes that. Around here, Target and McD’s were paying $13 pre-COVID, and now they’re offering $17 and $18 (which people won’t take because the government is handing out so much money).

Two unskilled workers earning $13 have a HHI of more than $50,000. That’s enough to afford a cheap 1-bedroom apartment. If they want better, they can show some initiative and learn some career skills, courtesy of PELL Grants.
