Plenary power belongs to those state legislatures who are responsible for those electors.All those certifications can be withdrawn or changed by the state legislatures. All the elections have been certified according to their states laws. If Trumpybear wants to spend some of those millions he has been raising for his super-pac, let him have at it, but President Elect 'good old' Joe will be sworn in in a couple of weeks.
That would violate the due process clause of the US Constitution for the legislature to attempt to change the law after the election to give it the power to appoint its own electors. You see while the state legislatures have the power to decide how the electors are chosen, they have already decided to bind the electors to the popular vote by law.

There is nothing to trump. The various state legislatures made the decision. It has been upheld by the SC multiple times. They can certainly take up changing their voting laws in the next cycle, but they will not be allowed to disenfranchise their voters by selecting an alternative slate in this cycle. That horse has left the barn.
