Many places feed them for free without any restraints.
That means they will eat their 3 meals and then go somewhere else to hang out, creating a mess.

Being homeless is not a crime! It is often a Life choice. Plenty of homeless people in Houston. Many look quite happy as I drive by and wave on my way home. Them being homeless is not a big problem for me! There's a wall around our Enclave..... keeps them out 100%
