If you cut the rate on the lower brackets then low income people have a lower tax obligation before you apply their credits.

If they were close to paying no income tax before, the lower rate could push their obligation below zero.

What was that again? Romney said that 47% of the voting public would never vote republican. Certainly someone who already votes republican aren't part of the 47% who would never vote republican.
