Maybe just turn the entire state into a nature preserve, along side their mansions in which they live.
The poor can not afford to leave. They have too much money to lose in benifits, plus gas is too expensive to afford. The poor dont have the gas money to leave if they want to.You assume they want the poor folk to leave
