Hate crime laws have always had one purpose...as an extra tool to target enemies of the left......now you can see how absurd they are with this shooting.....

The concept of reporting hate crimes started when corrupt police departments and local judges would not prosecute racially motivated crime, so it was created to expose their activities to other law enforcement agencies, the media and the public.

So there has been more than one purpose, if you believe that hate crimes reporting is simply a tool of the left, to persecute innocent white folks

Enhanced sentencing with regard to crimes committed motivated by race, religion, or sexual orientation are perfectly appropriate and Constitutional:

And if that motive were predicated on hate of a given race, then enhance sentencing is warranted and justified in accordance with the laws of the state.
