Not all prostitutes work for pimps. Even when they do, having someone you pay a percentage to to come bail you out of jail isn't the worst idea in the world. When they take all the money, that's more akin to slavery. Properly managed, pimping should be like an actor's manager. Give em 10% and they find you clients and bail you out as needed. No reason it has to be uncivilized.
