It is in that they built they thing..After having their 737 grounded for almost two years due to a number of mishaps the FAA just cleared them to start flying again...guess what..Boeing plane crashes in Indonesia shortly after takeoff with 62 on board
A twenty-six year old 737-500. Pretty sure this isn't a Boeing issue.

Is Chevy responsible for your car crash if YOU neglect to buy new tires and ride them until they burst ???
Boeing has maintenance GUIDELINES. But they cannot force any particular carrier to do it their way.
It is up to the carrier in question to follow the maintenance guidelines.
