Group Tallies Families' 'Hidden Health Tax'

WASHINGTON -- The average family with health insurance in 2008 paid a "hidden health tax" of $1,017 to cover the health-care costs of the uninsured, according to a report released Thursday by advocacy group Families USA.

The report by the group, which promotes universal health insurance, found that a total of $42.7 billion in care for those without insurance was passed on to health insurers. The insurers, in turn, passed on the costs through higher premiums, the report said.

The report comes as Congress debates proposals to provide health-insurance coverage to all Americans -- a key part of President Barack Obama's legislative agenda. The report uses data primarily from consulting firm Milliman Inc.

When those without insurance sought care, often in emergency rooms, government and charities picked up more than a quarter of the $116 billion tab last year, the report said. More than a third was paid for by those seeking the care, and the rest was passed on to health insurers and eventually to insured people through higher costs, it said.

"There is something clearly that affects the pocketbook as a result of the hidden health tax," said Ron Pollack, executive director of Families USA. "I think the key to it is having a system that will make health more affordable."

Mr. Pollack appeared with Aetna Inc.'s chairman and chief executive, Ronald A. Williams, on Thursday at the National Press Club.

Mr. Williams, like many leaders in the health-insurance industry of late, has expressed support for expanding health coverage. He discussed such "cost-shifting" to health insurers as a major reason for covering more people

Though I'm not a huge fan of Obamacare with it's mandates and I am much more supportive of Public Option (which a majority of Americans favor), Medicare Part D's costs to the federal budget is about the same if not more than Obamacare.

You forget, the Republican Party is the new Great Protector of Medicare, whatever the cost (except when they're talking to people who don't want them to be).

there was also no mechanism to pay for Part D. the GOP simply passed the law and expected to be paid for with imaginary money.

You forgot about the fact that the majority of the citizens don't even want the Health Care Reform as it is written. It was done behind closed doors with back room deals. We can do better. Repeal this one and let's write another that makes sense.

We'll take our time and take everyones ideas, not just the Dems "for a price". This is not the time to take on such a burdensome expense. In four years our economy may be stable enough to handle this program. Let's use some common sense here.

Bring down the deficit while we work on this in a bipartisan manner.
 
Obama's willingness to reject the Republican repeal bill hardly qualifies as shocking news. Still, as far as I can tell, this is only the second formal veto threat that the White House has issued. The first, over possible inclusion of the F-22 in a defense authorization bill, was made so that Congress might amend a bill before sending it to Obama. This time the message is more unambiguous: Any repeal bill that comes to the White House is dead on arrival.

As it should be. But have you noticed a pattern lately?

For most of last year, Democrats were playing defense on health care, responding to Republican criticisms or, in many cases, trying desperately to change the subject of debate. Now something has changed. Congressional Democrats are challenging Republicans, daring them to come out against the bill's more popular provisions. The Democratic National Committee is aggressively distributing talking points. According to an account in the New York Times, Democrats will soon have a campaign-style war room for making their case. It's almost as if the the Democrats want this fight now.

Of course, they may not have a choice. Republicans have made repeal a top priority, so the fight is going to take place whether or not Democrats want it. But I think it also reflects a changing dynamic, as well. According to Greg Sargent, who was among the first to spot the shift, House Democrats in particular are aware of the opportunity they missed last year, while the party and most of its leaders were trying so hard to save endangered incumbents. They think they're in a stronger position now, since people are starting to see the law's benefits and repeal will mean changing an increasingly favorable status quo.

Not only are the GOoPers not gonna successfully repeal because of they don't have the power to, they're likely gonna make themselves look even more like dickheads as they keep trying. They know damn well that the ACA isn't really as unpopular as they're proclaiming it to be, but they stilll have to satisfy their Teahdist base, so they have to twist themselves into knots explaining what they plan to do. I know they just started, but it looks like they're already running into trouble justifying themselves.
