We seem to have this idea that if Congress passes a law, it fixes a problem. Problem is laws only work if they are obeyed. So how do we get people who are evil or crazy to obey the law?

We can clearly penalize people for violating the law, but that doesn't make them obey to begin with.

How can we conclude that new laws on anything will fix problems if there is no way to get crazy people or evil people to follow them?

No. Im all for laws. I'm just asking why we should pretend that passing a law fixes a problem.

A majority of people will follow most laws under fear of imprisonment. Short of thought police we will never stop those who are willing to break even the most serious of laws.

We don't because they won't. Never have, never will. What we can do is impose the strictest of punishment on those that hurt or take for others while ensuring no one interferes with the right of law abiding citizens that have not infringed on the rights of others. Other than that, cities and towns can put more cops on the streets as that's one of the few things that has shown a direct correlation to reducing crime, though not necessarily stopping evil fucks from doing crazy things.

The only other alternative is to forcibly detain/incarcerate anyone that may be mentally unstable. Good luck getting that one past the ACLU.

Your problem seems unsolvable at first glance. But I have some ideas:

1. Have a moral arm of power [if any should exist anymore] get ahold of media. Drum GLAAD out of existance and begin cleaning up the filth and graphic violence, sex and denigration that has become daily fare on prime time with kids watching. Have the FCC step in and tighten up standards ASAP.

2. Disown any person or group of people pushing for sexual agendas of any type or violent agendas of any type. Blackmail them for a change. Shut them down and ruin their careers for a change..

3. Encourage people to rennovate their churches as weekly meeting halls. Tone down the Billy Graham and tone up the community spirit.

4. Encourage public service in schools from the youngest of ages. Take the little tykes to old folks' homes like they used to. Brighten up the oldsters and expose the young to doing kind acts for others just for the sake of seeing the smile and feel good for a day. There is extreme power in that.

5. Establish a new vogue that frowns upon personal indulgence and rewards instead sacrafice and work for the community good. This means confronting malignant capitalism as well.

6. Universal healthcare. Experiencing the rapture of having others give a crap about you and your health without requiring you to go bankrupt can go a long way in teaching you to have compassion for others as well. It fosters a community spirit.

All these things go a very long way to reducing numbers of "crazy evil people" and increasing people who follow the laws because its how they were raised. I was born in a time where kids and women could walk the streets and play there without fear. I've lived it. And these were the conditions present at that time. They no longer are present.

And the media first and foremost is to blame for raising two or three generations now that lust for filth, indulgence, narcissism and violence. Small wonder we're having such a problem with evil and crazy people. You remove the structure of morality and the whole building starts to fall down around you at an exponential pace..

Making a law will not make the insane not be violent or destructive but it will provide grounds for prosecution and maybe provide additional charges for aggravation if the prosecutor feels that we should just lock them up and throw away the key.

So, let's return to the 14th century.

Interesting question.

The institutional framework for dealing with insanity - prison or hospital (asylum) - are the primary mechanisms.

But there's a deeper philosophical question about the degree to which individuals are calibrated to a social system, that is, how many people does any given social order need to protect itself from? One way to answer this question is to look at incarceration rates. How many people don't fit in? The USA puts more people in cages than any civilization in history. Yet capitalism is supposed to be a beacon of freedom. It prides itself on understanding human nature and satisfying wants/needs better than competing systems. So why does it put more people in cages than any other civilization? Maybe we're not as great as we think we are. And what about countries like Denmark where there is far less incarceration per capita? People live longer and are happier. There's less tribal hatred between political groups, and less distrust of poor people. Of course, we're not allowed to see other cultures as well-adjusted, so this discussion can't even get started.

We can't.

Universal health care doesn't cause the rapture of having someone else give a crap about you. If anything it causes a resentment so towering a quick death is contemplated as a way of stopping the sick from sucking up resources.

If making something illegal doesn't prevent crime then what is the point of any law?

Let's have Anarchy where anyone can decide to do whatever feels right to them whenever the moment suits them. It can be like Nevada where people with guns drive in from other states to decide which laws will be enforced.

We keep playing the two party political circus and we keep insulting people like me who talk about power.
