Sure, the SCOTUS can shoot down laws/government programs. But the people - if they want those laws/programs badly enough - WILL find a way around the law.
For instance, if cons think reversing Roe v. Wade will lessen in ANY way the number of abortions by Americans? Forget it.
The number of 'reported' abortions will drop. But the actual number of Americans getting abortions will be - more or less - as high as they are today.
