Concrete as an original highway is the norm. But it is expensive compared to asphalt. Asphalt is used as a follow on in renovating highways. Residential streets are normally asphalt.

There's no petroleum IN cement.
They could use miners instead of machines. Machines have killed hundreds of billions of jobs over the last century.
