Actually state law gives "law enforcement" and "emergency vehicle" exceptions, such as they can exceed speed limits or run red lights "while using their lights and sirens".They are not breaking any laws because cities understand that the non-stop motorcades are for the protection of the President of the United States. Let me ask: Do police officers and emergency personell break the law when they go through red lights with their flashers and sirens on? That's how silly your claim is.
There is no exception for presidential motorcades. They rely on federal jurisdiction to allow the president to violate local and state laws.
Another example. gun bans in schools. Again federal jurisdiction to break the law.
