Let’s begin with a profile of a place where you are likely to be murdered. Starting that a proper list would not include relatively small places in which a murder or two sends the homicide rate sky high for a year. For example, Hudspeth County, Texas, where the murder of a Terlingua bar owner sent the homicide rate soaring.

For those places with a consistently hing murder rate, a typical profile looks like this:

1.) The local political machine is Democratic, with strong ties to organized crime or gangs.

3.) The “time from crime” to trial is very long, often so long that witnesses cannot be found, will no longer testify, and so on.

6.)The city/state has lost a much or all of the industry, particularly light industry, that attracted people to it in the past.

7.) Local news outlets are always happy to publicly wring their hands about the situation, but are unwilling, or afraid, to speak out about the cause of the situation.

8.) The city Administration blames guns for all of their troubles, and frequently have stringent local or State gun laws..

Of course, Chicago fits the profile. In fact, the profile city is Chicago. Democratically controlled for more than 90 years with a strong mob and gang influence in city affairs, conviction rates as low as 8 percent, mean time to trial 25.5 months, and gang “hittas” often released into the custody
