So it’s a concern for you because you want democrats to sleaze their way into more representation and continue the overthrow of the US.
 
As long as a tract of land less than 10 sq miles houses the seat of government, the Constitution is satisfied

Peeling off the populated sections could easily be done

You have a good point in that Delaware has less than a million, and DC has about 700,000 so is not that far off.

Wyoming has an equivalent population to DC as well
