Well, I tried to build the description into the phrase.

In general, it's the 15% to 20% or so of the population on each end of the political spectrum who regularly exhibit the behaviors I listed, and who are causing so much damage.

Or put another way, fans of Limbaugh/Hannity/Levin/Jones/Savage/Beck on one end, fans of Maddow/Sharpton/BLM/Moore/Olbermann on the other. Whether they'll admit it or not.
