Faith Freedom Diplomat 'Horrified' by ISIS Atrocities
Friday, October 16, 2015 | WASHINGTON -- China, Iran and Saudi Arabia are among the dozens of countries the State Department is calling out for deplorable or, at best, serious religious freedom abuses.
U.S. Ambassador-at-Large for International Religious Freedom David Saperstein recently spoke with CBN's Jennifer Wishon to explain how the U.S. is working to help religious minorities around the world. American Christians are watching in horror as their brothers and sisters across the globe are beheaded, raped and crucified by the Islamic State for refusing to convert to Islam. As a result, the newly released State Department's International Religious Freedom report had much to document this year. "Yazidis and Christians have borne the worst brunt of the persecution by ISIL and other violent religious extremists," the report reads. "Attacks on these communities are part of a systematic effort to erase their presence from the Middle East." "We're horrified when we see these acts of violence," Ambassador Saperstein told CBN News. "What is the biggest threat to religious liberty in the world right now?" Wishon asked Saperstein, who has been on the job for nearly a year. "Probably a growing mood of intolerance by more extremist expressions of religion often in countries where different religions had lived together for centuries with comity and some degree of cooperation and respect," Saperstein replied.

Where Christian and other minorities are fleeing for their lives, Saperstein says his office is working to help them, spending billions of dollars to maintain the displaced. He's also dealing with other problems many may not have considered, like "transitional justice" for Iraqi Christians who fled from the Nineveh Plain, Mosul and other regions. "If you think about it, you know, scores of thousands of Christians fled those areas in order to save the lives of their families," Saperstein noted. "Some of their neighbors took over their homes, took over their businesses. "They're gonna go back; that has to be sorted out," he said. "There has to be a transitional justice system set up and the international community is working on that."

Some critics say the Obama administration could be doing much more to protect religious minorities, especially in places like the Middle East. But Saperstein disagreed with that assessment. "The argument that you can do more or you can do much more is always a difficult one to assess. I mean, look at what our intervention has done here. We had the Yazidi community facing a literal genocide. That was the explicit intention, the express intention of ISIL," Saperstein told CBN News. "There are certainly scores of Yazidis alive today and perhaps hundreds of thousands because the United States led intervention," he added.

October 16, 2015 - Vladimir Putin has said that 5,000 to 7,000 people from Russia and other former Soviet states are fighting for so-called Islamic State (IS) in Syria.
The Russian leader told a regional forum that the IS fighters would pose a serious risk if they returned home. Mr Putin also warned on Friday that violence in Afghanistan could spread to Central Asia. The situation in Afghanistan was "close to critical" and Central Asian states should be "ready to react", he said. "Terrorists of different stripes are gaining more influence and do not hide their plans for further expansion," Mr Putin told the Commonwealth of Independent States (CIS) meeting in Kazakhstan. Leaders at the summit of former Soviet Union states have agreed to create a joint task force to defend their bloc in the event of a crisis.

Tajikistan, which has the longest border with Afghanistan out of all the former Soviet republics, is considered to the most at risk, the BBC's Moscow correspondent Steve Rosenberg says. Russia has a military base in the country and the agreement could lay the ground for Russian and other troops to be deployed along Tajikistan's border with Afghanistan. US President Barack Obama announced on Thursday that US troops would stay in Afghanistan beyond 2016. Mr Obama announced that 5,500 troops would remain in the country when he leaves office in 2017 to help local forces counter a growing Taliban threat.

Mr Putin also claimed that Russia's bombing campaign in aid of Syrian President Bashar al-Assad had killed "hundreds of terrorists". Mr Putin has dismissed the criticism of his bombing campaign and said on Friday that it would continue "for the period of the Syrian troops' offensive operations against terrorists". He also said Russia was in a "negotiation process" with regional powers, including Saudi Arabia, and was "making attempts to build co-operation" with the US and Turkey. Syrian rebels and Western governments say Russia has mainly been hitting non-IS targets. The US has accused Russia of running a "fundamentally flawed" campaign in Syria that risks further escalating the conflict there.

Oct 16, 2015: The Islamic State group is paying supporters up to $10,000 for each person that they recruit to wage jihad in Syria and Iraq, UN experts said on Friday after a visit to Belgium, one of the main countries of origin for so-called foreign fighters.
Elzbieta Karska, who chairs a UN group studying the issue, said IS is using social media and informal networks of friends and family, with many of them in Syria, to recruit new jihadists in Belgium. The UN experts learned from Belgian contacts that 500 foreign fighters in Iraq and Syria originated in Belgium, the highest per capita of any EU country, she added. "We have heard ... about situations where recruiters were paid from two, three thousand to 10,000 dollars depending on ... who was recruited," Karska told a press conference in Brussels, adding the findings were preliminary. "If somebody was well educated like computer specialists or doctors, they were paid more," the Polish human rights lawyer added. Her colleague Patricia Arias, a Chilean lawyer, added "they are paid by Daesh," the Arabic acronym for Islamic State.

The Belgian-based extremist group Sharia4Belgium enlisted the first wave of recruits for Syria in 2010, according to Karska's UN body, which was set up by the Geneva-based UN commission on human rights. With Sharia4Belgium now broken up and many of its members jailed, recruiting has changed. In the last year, "the key method of recruitment is reportedly through informal networks of friends and family, and through social media," Karska said. "A significant degree of recruitment currently occurs through friends and family in Syria, who are also paid on the basis of the number of persons they recruit and on whether the recruits subsequently marry," she said.

Karska and Arias said an increasing number of women or girls is leaving Belgium to marry jihadists or care for those who are ill or wounded, but some may actually fight. They had no figures on how many women had left Belgium, but said the number of boys and men departing for jihad had declined from about 10 per month three years ago to about four or five per month today. Their average age is 23 years old and declining, Karska said. The working group led a fact-finding visit to Tunisia a few months ago and plans a third trip in March to Ukraine, where the Western-backed government in Kiev is fighting pro-Russian rebels in the east. The final report is due next year.
