What was the last budget Bush signed?
Bush signed a massive spending bill Sept 30, 2008, a bank bailout Oct 3, 2008 and the largest cost of living increase for Social Security since 1982 in Oct 2008.

So he didn't sign the entire 2009 FY budget and he shouldn't be blamed for TARP spending that was repaid or Obama's portion of the 2009 budget. So actually we're down to about $10.4 trillion when he left office.
He spent it. The fact that it was repaid later has more to do with who was running congrss, not what Obama intended. Every one of his budgets was much higher than what their CR'S ended up being. And let's not forget the massive tax-increase he got to bring down the deficit. That is the only reason we still don't have huge deficits.

Real Conservatives strongly believe in fiscal responsibility and would not go in debt or support excessive taxation. They would be frugal in their government spending and only fund the minimal necessary government programs like defense, police, courts etc. There would be no government transfers of money from somebody that earned it and giving it to somebody that didn't earn it.

Republicans that are really RINOs that go into debt or raise taxes with the fiscally irresponsible Democrats to fund unnecessary government programs are not Conservatives. They may tell you they are Conservatives in the primaries but at the end of the day they are no much different than the Democrats.
