Trump in his deposition said he had $400 million in cash. And that was under oath. The judgement was for $350 million, less than what Trump claimed he had. And didn't touch any campaign funds Trump had or was entitled to.

And punitive damages are only awarded when the defendant's actions were particularly egregious. What was egregious in the deal between Trump and the banks? It's the same type of deal done by literally millions of people across the entire country on a daily basis.
What was egregious was YEARS and YEARS if not decades, or FRAUDULENT business records. Alan Weisselberg was able to verify the years and extent of fraudulent records, and was fined $1,000,000 for his role.

If the bank could have, they would have taken Trump to court, instead of trusting his business records. Get him under oath for the details in the financial statements.
But that wasn't an option available to them. Hence they were subject to being defrauded by false business records.
