Well, if you shout "fire" in a crowded theater you are not protected by the 1st Amendment. You're potentially causing harm. Sticking a noose around a black statue could enrage a lot of people in a situation that, presently, is a little bit of a tinder box. It could have potentially caused a lot of problems. Definitely not protected by the 1st Amendment.
