There's no doubt that the Vice-President as the authority to question the validity of electoral votes. No one has ever disputed that. It's been done many times.

However, as any intelligent person knows, the Vice-President has to have a valid reason for it. He can't refuse electoral votes arbitrarily.

In 2020 Pence had no valid reason the refuse the electoral votes.

I guess the very basic concept of Democracy is beyond you.
