I'm not sure democrats would want to do anything about this, as they NEED the dysfunction in the black community, they dont' want blacks to value hard work or education, they might lose voters that way

The lack of fathers in the black community has destroyed their culture. Its the root of all their problems, and welfare is what drove the fathers away. You can literally trace the moment back to 1961, when the black community had a fatherless household rate of 25%, and now its 75%.
