The point is that Mulvaney is wrong when he says the program is ineffective. It is very cost effective as it takes approximately $2,700 a year to provide meals for 1 year. It allows people to stay in their homes rather than institutionalizing them which is far more expensive. Either Mulvaney is a idiot or a liar.
