Socially liberal and fiscally conservative does not mean Neutral. It's a way of saying that one favors limited government that leaves one alone. Government should stay out of the bedroom and out of one's wallet.

It's really not hard to understand, but if you really want I'll explain it.

"Socially liberal" means liberal on social issues, like gay marriage, prostitution, drugs, etc. It doesn't refer to "social" programs.

A person who is socially liberal and fiscally conservative believes in all the same spending cuts you do but doesn't hate gay people, is pro-choice, is anti-war, and generally doesn't want the government to be an extension of the Bible, Torah, or Quran.

They are generally far more agreeable and less despicable than the typical republican.

To compare the states that Tax and spend a higher percentage of their GDP- by that definition, then the most socialist would indeed be less social.
Going by that definition Sweden would be less social. That is why Illinois is listed as the least socialist state when in fact it is one of the most socialist states.
In Blue States many of the poor and middle class can't afford to live there, every thing is too expensive.
