IN principle I see how the system could work but I do not believe it will work

I suspect this will be a way the masters can sell themselves INDULGENCES to continue to pollute the world with impunity while charging US for their right to do so.

Speaking of your Masters....who do you think is running this charade?

Cap and trade works well for POLLUTION.. Because externalities and costs from pollution are more quantifiable and much more LOCAL.. It will not work for CO2 (or the weasel word Carbon) because none of those factors can be accurately assessed..

As editec says -- that wouldn't stop them from tapping a faulty system for cash income..
