So effectively Missouri's homeless plan is to house them in county jails (after arrest)? That seems cost inefficient.
 
The article states while these people are camping out on state lands, shelters have room for them.
So... I would support it 100% for that reason alone.

Not cost efficient, but better than having them, screw up the public areas, taxes are paid to maintain, for the benefit of tax payers, or allowing them to piss and shit on the city streets as sidewalk.

I believe the law requires adequate shelter be available...or that temporary camps be erected with police protection, proper sanitation and access to food and healthcare.
 
Homelessness should be illegal everywhere.

But, buying a home should also be as easy as breathing.

Anybody willing to work should be able to buy a home even on minimum wage.
