Although the GOP presidential hopeful has been hailed by many in his party as being moderate, he has long supported abortion restrictions in his state.

Ohio Gov. John Kasich (R) on Sunday signed a bill that effectively defunds Planned Parenthood in his state.

The bill strips state and some federal funding from health clinics that perform and promote "nontherapeutic abortions," including Planned Parenthood facilities.

While the bill grants an exemption to abortions performed in cases of rape, incest and preserving the life of the mother, it jeopardizes the fate of other vital women's health programs.

For example, the $1.3 million in state grants that Planned Parenthood is slated to lose was allocated toward HIV testing, cancer screenings and programs that help prevent domestic violence and infant mortality.

In a statement, the organization's president, Cecile Richards, denounced the bill, arguing that it would have "devastating consequences for women across Ohio."

“John Kasich is proudly eliminating care for expectant mothers and newborns; he is leaving thousands without vital STD and HIV testing, slashing a program to fight domestic violence, and cutting access to essential, basic health care," she said.

"It’s clear Kasich has no regard for women’s health or lives, and will stop at nothing to block health care for the tens of thousands of Ohioans who rely on Planned Parenthood,” Richards added.

Under Title X grants, abortion providers are able to prorate expenses such as staff and waiting rooms, covering a portion of the fixed costs of the abortion-related staff and facilities. According to the Guttmacher Institute,

Because Title X grants offer up-front funding to providers (rather than payment after-the-fact, as with Medicaid or private insurance), the program provides essential infrastructure support that allows health centers providing family planning services to keep their doors open for clients.

In addition, federal regulations require that "each project supported under [Title X] must…[n]ot provide abortion as a method of family planning,” but also “must”:

(i) Offer pregnant women the opportunity to be provided information and counseling regarding each of the following options: (A) Prenatal care and delivery;(B) Infant care, foster care, or adoption; and (C) Pregnancy termination.


Planned Parenthood affiliates therefore must offer every pregnant woman they serve under a Title X grant the opportunity to receive information about abortion. If any pregnant woman requests an abortion referral, the affiliate must provide such a referral, thereby using tax dollars to help grow or sustain the abortion industry.

Redirect Funding for Planned Parenthood to Other Health Care Centers
To ensure that taxpayers are not forced to subsidize America’s number one abortion provider, Congress should make Planned Parenthood affiliates ineligible to receive either Medicaid reimbursements or Title X grants if they continue to perform abortions. Taxpayer money from these programs should instead be redirected to the more than 9,000 federally qualified health center sites throughout the country that provide comprehensive primary health care for those in need without entanglement in abortion.

PP qualifies for title X funding just as any other family planning entity. What separates them from others is their size. Title X only makes up 10% of their overall funding. To suggest that in any way is used to support abortion services that only accounts for 3% of their total services is ridiculous.Title X cannot be used to fund abortion under the law.
BTW the taxpayers in no way subsidize PP.
Learn what a subsidy is. Also PP is a federally qualified health provider.
