Actually, no. DSS is in charge of security at every embassy and consulate. CIA operatives (usually) use the embassy or the consulate as a BOA - but not in every situation. Additionally, NSA and DIA personnel come and go on a routine basis.

In a footnote, the report attributed this information to an “Email from Alec Henderson to John B. Martinec, ‘RE: Benghazi QRF agreement,’ (Sep. 9, 2012 11:31 PM).”

If the reports now being made known are factual, then she aided and abetted the killings.

How so?

Denying additional security even though it was asked for multiple times. Leaving the diplomats hanging in the breeze and finally telling the rescue forces to stand down. Of course it might be Obama who did that, but regardless it was a Cabinet level official who denied the rescue so that person is guilty of criminally negligent homicide.

I heard today the ARB report also stated that there were no budget constraints from what they found out as well. So two sources (one that interviewed State and another a State employee) state budget for security was no problem for Benghazi.
