How is that fact that they have all been incompetent a inconvenience for anyone?

Funny how none of them got raided by the FBI. It‘s almost as if the FBI being weaponized to attack one man is true and not just a conspiracy theory.
None of them got raided because none of them obstructed justice in the effort to retrieve the classified documents.

We have a stupid system. We gather intelligence, print in out where many people have access to it, brief whomever it is that needs briefing on it, then put it in a box in a closet where who knows what happens to it after that.

I had a security clearance for most of my career. The rules and laws about what is classified is a total joke. The definitions are so vague they can mean anything.

Most paper documents should be shredded or burned when not used. There are special rated paper shredders to do just that. We also had “burn bags” where old documents were put, and they would be burned to ash.
