The reality is that unlicensed contractor DID cause many explosions.
That is proven fact.
However, you are also uninformed as to how building codes work.
The licensed contractor is ONLY required for commercial property.
You can work on and build your own home without any licensed contractors.
The only things you need inspected are the connections to the outside that could harm others, like the sewer, water, and electricity.
But you can do it all yourself if you want, as long as it passes inspection, and it is your residence.

The reality is that it was plantation owners who simply started bringing in slaves, and there was no legal way for government to stop it at that time.
Slaves fell under property rights.

Free men can never do what they want, as long as someone with more money can hire someone willing to murder or beat them.
But you are correct that the corrupt wealthy also often take control over government in order to oppress others.
However the solution to that is not to get rid of government but to work to reduce corruption in government instead.

There are 2 threats, not just one.
You can be a slave to a plantation or corporation owner, just like with ancient Rome, or you can be a slave to the government.
The private slave is the one most harmed.
They are raped, beaten, killed, etc., without any legal recourse.

You can hire anyone at all to do the work, and they do NOT have to be licensed or certified.
All you have to do is then have it inspected by someone who is licensed or certified, and that costs less than $100.
I do all my own plumbing and electrical all the time.
There is no reason not to have strict building codes.

If I am a young talented handy man and I know I can turn a house in to something beautiful, the only barrier stoping him should be the small capital it takes to buy the materials not the capital to cut thru red tape and buy permits.
