Apparently he had just gotten released out of the mental hospital earlier in the day and seen the riot...and decided to join in with the rioters.
The "sap" or homemade mace he used was from a bag he received from the hospital earlier that day. He was facing fresh charges from the 11 count indictment...and likely more prison time...

As Rosenbaum was chasing Kyle and he was using his sap another person discharged a handgun in their vicinity... Kyle believed it to be Rosenbaum and since he was heading into a dead end turned around and used his gun to defend himself. Killing Rosenbaum...

Kyle himself was all jacked up on adrenaline that night... extremely excited and excitable. (He is a kid after all) he was seen pacing everywhere instead of being calm.
When he walked away from the others "standing guard" and isolated himself by investigating the vehicles being vandalized the rioters, led by Rosenbaum, attacked.

I will disagree about the part that he handled himself very well... because he really didn't. Oh he accurately aimed his gun at his attackers and only shot those attacking him.

The "trained professional police" knew where Kyle and his armed "militia" were stationed and herded the rioters straight at them. They knew before they made this plan and knowingly did the plan.
