Dude, I live in Florida. Places like this have plans for things like hurricanes. In a state of emergency they turn all the lanes on highways into exit roadways. My point was why didn't that happen in New Orleans? Leadership seems to be an issue here. The city has a long history of riding out storms by going to higher ground...not evacuation.
