No, Biden Didn't Take FEMA Relief Money To Spend On Migrants - But Trump Did

Former President Donald Trump's campaign doubled down Friday on claims that the Federal Emergency Management Agency (FEMA) had run out of money to help those hit by Hurricane Helene because of the Biden administration's spending on services for migrants.

The concerns about FEMA's cash flow came after Homeland Security Secretary Alejandro Mayorkas said on Wednesday that the agency would struggle for funding for the rest of the hurricane season.

Republicans, including Texas Governor Greg Abbott, then claimed that over $640 million had been spent by FEMA on migrants when it could have been used to plug the funding gap.

Stephen Miller, a Trump surrogate and the mastermind behind his immigration policy, said on Fox News that FEMA spending money on migrants is "the gravest betrayal this country has ever seen." Fox News contributor Tammy Bruce also reiterated the claims in a social media post.

Further claims were made that FEMA was actively taking supplies and donations from volunteers and other organizations trying to help.



Trump has a habit of assuming other politicians act in the same way as he would. So we wondered why he would accuse Biden of raiding the FEMA disaster fund to handle undocumented migrants.

It turns out that's because he did this. In 2019, the Trump administration, in the middle of hurricane season, told Congress that it was taking $271 million from DHS programs, including $155 million from the disaster fund, to pay for immigration detention space and temporary hearing locations for asylum seekers who had been forced to wait in Mexico. "The U.S. is facing a security and humanitarian crisis on the Southern border," the administration said in its notice that it was redirecting the funds.

The monthly reports issued by the FEMA disaster fund show $38 million was plucked and given to Immigration and Customs Enforcement in August that year — just before the prime storm period of September and October.

The Trump campaign did not respond to questions about Trump's actions in 2019.


So Trump redirected FEMA funds he has no authority to do?

Well, doesn't matter. The SCOTUS has given him immunity.

FEMA spend the billion dollars Congress appropriated for the Shelter Program to cities to provide for the homeless and migrants. Not a dime of the Disaster Relief Fund was reallocated. All 19 billion was spent or allocated to disaster relief. The press sec. didn't lie either in 2024 or in 2022.
