Actually it was a lot of things. Much of it were the Republican Governors who put qualifications to get or remain on food stamps. Take Maine for instance. You either had to have a job working at least 20 hours a week, be enrolled in a vocational program, or volunteer at least 20 hours a month. This applied to food stamp recipients who were without children. Guess what happened? That's right, most of those people were not that hungry in the first place. They dropped out of the program.
