Of course it is much worse.
It is basically aimed at ruining the middle class - somebody making 45K per year is as middle as it can be, and having him/her to pay ~ 500$ per month in premiums in order to later pay 20-40% of the cost if one needs medical treatment - is sanctioned ROBBERY.
