We will not reward the DPRK for the absence of bad behavior. We will not compensate the DPRK merely for returning to dialogue. We have also made clear that U.S.-DPRK relations cannot fundamentally improve without sustained improvement in inter-Korean relations and human rights. Nor will we tolerate North Korea provoking its neighbors. These positions will not change."
This policy came on the heels of discussions with North Korean negotiators in 2011 aimed at restarting more robust talks that had been on hold since 2008. Even if they are biased, it doesn't change the fact that Obama's N. Korean advisor testified in front of Senators about what the policy was and why. They talks had stalled in 2008, and they were looking at starting them up again, but when N. Korea said they were going to launch a satellite in 2012, that is when the US said it was a deal breaker and stopped trying to arrange talks.
All Trump did was show up for three photo ops so far. There hasn't been any real progress on talks, just propaganda for Trump and Un to both use in their countries.
Matter of fact, there are people out there (including a former defense secretary), who are saying that N. Korea will never fully denuclearize, and we don't have any kind of progress yet, other than the "love letters" Trump says he gets from Un. To tell you the truth, I bet he drops sanctions on N. Korea before N. Korea gets rid of even one missile.
