If countries like France are going to take charge of their own policing and security,
having the US President make comments on all the steps is defeating that purpose.

Clearly Obama's priority is to do the opposite of whatever the Conservatives would do.
In this case, by pulling back on military power and authority he is trying to open the floor for other countries to act.
And quit relying on the US to be in charge front and center all the time.
It's taking a huge risk where China and Russia will vie to fill that spot, with something worse.
But in this case, at least France is stepping up to the plate and taking charge in the right ways.
