When anybody is at war, some of the ammo he fires, doesn't hit its intended target. Sometimes when ordnance hits the guy he's shooting at, the blast catches the guy standing next to him too. Oops.

And sometimes we get wrong info on where the terrorist meeting is being held, and blow up the building next to it by mistake. Those terrorists just aren't very forthcoming in telling us exactly where they are, and that has unfortunate results sometimes.

Maybe the people in the areas where the terrorists hang out, should make sure they stay far away from the terrorists. Those terrorists declared war on us, and have been killing us, remember? So we're going to shoot back. If the people don't stay far away from the terrorists, we can't guarantee their safety.
