I would also add that the baseline increases in gov. org. and plan funding do not show up as spent, IN that bill, they get lopped on to the next years budge when the increase occurs, but well since we have not had budget for 3 years which was the whole point god knows.

we DO know that of the $$ going out to BE spent now, 40% of that is borrowed specie.
